The answer to this question is really simple, Link building is done by commeting with your website links to the other blogs of your niche. This will helps to lift your content in the Serach, because Search engins always in search of the authentic data, when Google see's that the website has more Links come toward this website, so it will have the more authentic data on this website.
Another Way to Build links to your website is, Guest Posts. you people might see on the other blogs that in the author box there is written, guest post by - So, you can submite your content to the different website, whose Pagerank is higher then your blog, So it will Drive traffic to your website and also it gives you a backlink to your website.
Social Networks:
Social networks in now a days is key to success of your business. Social Media Play an important role inpromoting your website to the people around the world. So you can use social Networks to built links to your website, by creating Fan Pages and Your website's accounts to promote your content on the internet. You may familiar with most famous social network AKA Facebook, twitter etc. and you may have an account on that website, If yes then all you have to do is go to Create a Fan page(for Facebook only) then start getting follower/likes to your page.

Meta tags and the description is added in the HTML or the Scoure code of your website ( For blogger and Wordpress this function is builtin). but if you are creating website by your self then you must have to add code inside your website's source code. which can be added like this <meta name="description" content="Free Web tutorials">
